What is a Windstorm Mitigation Inspection ?

The state of Florida REQUIRES Insurance Companies to offer REDUCED RATES for certain windstorm resistant features inorder to discount your windstorm insurance.
We will document the features present in your home and produce a Windstorm Mitigation Certification for you to use in your request for reduced rates.

Windstorm Mitigation Inspections are available for all single family homes, townhouses, condos and commercial buildings. Home Owner's , Condo Associations also qualify for windstorm mitigation credits. Call to see if a Windstorm Mitigation Inspection would be recommended.

Citizens requires proof which substantiates the existence of the loss mitigation features
displayed in the Commercial Residential Loss Mitigation Credit Tables. All Loss
Mitigation features must be verified for each building utilizing the Citizens Commercial
Mitigation Affidavit (MIT-5). The insured is responsible for the expense associated with
the use of this form or any other costs for substantiating the existence of the mitigation
features.



Why are insurance companies offering the discount?

The state legislation adopted provisions for a new statewide building code (the 2001 Florida Building Code), which became effective on March 1, 2002. The same legislation included a requirement for insurance companies to provide property insurance discounts for homes that have construction features that reduce the losses in windstorms. Each insurance company was required to submit new rates by February 28, 2003 and include discounts for windstorm damage reduction (mitigation) construction features. The discounts are justified because stronger, more windstorm-resistive houses have lower windstorm losses, and lower windstorm losses mean reduced costs to insurance companies. The insurance discounts provide some financial incentives for homeowners to strengthen their existing homes and for new construction to be built to the strongest options in the Florida Building Code. These new windstorm insurance rate discounts in Florida began to take place in 2003. They apply to both existing construction (houses built prior to 2002) and new construction built to the new statewide Florida Building Code (FBC). To qualify for these windstorm discounts, most insurance companies require a windstorm certification of the key construction features.

Windstorm mitigation inspections look for construction features that have been shown to reduce losses in hurricanes, such as a hip roof, concrete block construction, the presence of gable end bracing, shutters and opening protections, the presence of single or double roof straps, and the presence of a secondary water resistance barrier.

A homeowner with windstorm insurance can often submit the results of a windstorm mitigation inspection to their insurer to obtain discounts on their windstorm insurance. In Florida, for example, premium discounts for certain favorable windstorm mitigation features are mandated by State law and can total 45% of the original windstorm policy's premium.


A Windstorm Mitigation Inspection is a valuable inspection service that may reduce your windstorm insurance. Insurance discounts are available for building features that reduce damage during high wind events. The discounts are justified because stronger, more wind-resistive structures have lower windstorm losses, which mean reduced costs to insurance companies. Most existing structures have one or more windstorm resistive construction features and may qualify for some windstorm insurance discounts.

The state of Florida REQUIRES Insurance Companies to offer REDUCED RATES for certain Hurricane (windstorm) resistant features. All Windstorm Mitigation Inspection must be performed by Certified  Windstorm Mitigation Inspectors.   Uniform Mitigation Verification Inspection Form (OIR-B1-1802) – This form was developed by the Office of Insurance Regulation and must be completed and signed by a Qualified Windstorm Inspector (see below).

What qualifies for an Windstorm Mitigation Insurance Discount : existing houses have one or more of these windstorm resistive construction features and may qualify for some insurance discounts. In addition, houses built after 1994 in Miami-Dade or Broward Counties and houses built after 2002 in the rest of the state generally have many windstorm resistive construction features and will likely qualify for significant credits. A. Roof coverings, such as shingles that meet the FBC Requirements.

B. Roof decks that have been installed with large nails and close spacing.

C. Hurricane clips/straps that hold the roof structure to the walls.

D. Protection of Openings such as windows and glass doors with impact resistant glazing or other protection systems.

E. Secondary Water Resistance that prevents the roof from leaking if the roof covering is blown off in a windstorm.

F. Newly Constructed Homes built to the Florida Building Code since March 1, 2002

G. Homes built to the South Florida Building Code in Miami-Dade and Broward Counties after 1994.

GET A REPLACEMENT COST APPRAISAL 


A replacement cost appraisal can save you hundreds or even thousands of dollars. Citizens Insurance Corp., as well as other insurance companies accept appraisals  and they must have been done within the last 12 months.                                                                                                   
"Replacement cost" is the amount needed to repair the damage or to rebuild the home to its pre-loss condition. For insurance purposes, the replacement cost of a home is NOT the market value of the home, its purchase price or the outstanding amount of any mortgage loan. It does not include the value of the land, but is the cost of rebuilding your home.

To qualify for a Windstorm Mitigation Discount and/or rebate on your existing homeowner insurance policy, insurance companies require a licensed building professionals certification of the structure. Our $140 inspection fee will cover all related aspects of the windstorm mitigation inspection and windstorm certification.

2) Do I need to have hurricane shutters to qualify for these windstorm discounts?

No. Many other construction features can also qualify.

3) What are you going to inspect and how long does the windstorm mitigation inspection take?

Our certified windstorm Inspectors will only check those items and construction features specifically listed on your insurance carrier’s windstorm mitigation form (nothing else is inspected or reported to the insurance company). 4) When do I pay you?

What is a 4 point inspection?

The Four Point Insurance Inspection was created after Hurricane Andrew struck Florida in 1992. It is performed on behalf of the insurance companies and, typically, as a requirement for the insurer offering insurance to the new homeowner. After last year's barrage of hurricanes in Florida, the Four Point Insurance Inspection has taken on added importance. As insurance companies are beginning to see the benefit of the inspection, the program is spreading to other areas of the country. The benefit to the insurance company is, obviously, reduced loss risk on homeowner's insurance policies. This is an area of business that has, for many years, been a money loser for insurance companies.In 2002, the Florida Legislature passed a law that combined the Florida Residential Property and Casualty Joint Underwriting Association (FRPCJUA) and the Florida Windstorm Underwriting Association (FWUA). This resulted in the creation of Citizens Property insurance Corporation (Citizens), which more efficiently and effectively provides insurance to, and serves the needs of, homeowners in high-risk areas and others who cannot find coverage in the open, private insurance market. It is funded by premiums paid by the insured and from other insurance companies paying into the program to reduce their overall losses. Citizens operates under the direction of a seven-member Board of Governors, appointed by the State Treasurer for three-year terms, representing geographically diverse regions of the state. The State Treasurer also appoints a technical advisory board to provide information and advice to the Board of Governors.           

                   The Four Point Insurance Inspection consists of the following four systems: Roof inspection , Electrical Inspection , HVAC (Heat, Ventilation & Air Conditioning ), Plumbing

  The insurance companies are looking for the four systems to be in generally good working condition and fulfilling their intended function. If the home is an older home the insurance companies want to see that the systems have been updated. In most cases, the forms are provided by the insurance companies to their clients. The clients then ask the inspector to fill the form out during the course of the home inspection. In summary, the Four Point Insurance Inspection program is gaining in popularity and will likely continue to expand as the insurance companies recognize the value of the inspection and the savings benefits it provides to the insurance carrier.

They are generally looking for most systems in the four point inspection to have been updated to current standards and are in good condition. The four point inspection is a tool for them to evaluate your homes condition on the fourpoints .                                                      Who can perform this 4 point inspection ? Can I Fill out the paper work myself?
The Insurance Companies prefer to use certified Inspectors to complete the four point insurance inspection. That they are able to provide a professional opinion to the four areas inspected. A home owner can not fill out the four point inspection form themselves. Can I not comply with this four point inspection type of request?
We have heard reports of hardships maintaining coverage and or acquiring new insurance due to the four point inspection. Some Insurance providers in Florida and other States will not cover you anymore without the four point inspection.                                                       I am buying a home. Can I use this as a less expensive pre purchase home inspection?
No. This Four Point Inspection is not intended for use as a pre sale or pre purchase comprehensive inspection.
